The vehicle was heading south when it had mechanical trouble, prompting the driver to pull over about 7:30 a.m. When he tried to get the car going again, flames shot out from under the hood.
The driver and his passenger managed to get out before the flames engulfed the car.
Traffic lanes in both directions were closed.
Both northbound lanes and one southbound lane were open by 9 a.m. The other southbound lane was closed until about 9:30 a.m. while crews removed the vehicle, said Central Saanich police Cpl. Dan Cottingham.
