The Office of the Information and Privacy Commissioner is investigating after personal and financial documents were found in a wooded area in Metchosin.
The items were found in bags of garbage that were dumped on an acreage on Sooke Road. Some papers included social insurance numbers, addresses, dates of birth, email addresses and phone numbers.
A resident of the property called several people whose names were on the documents to let them know what had happened.
While there are no set rules for the disposal of financial documents, investment companies must keep such records in a safe place for seven years.
The RCMP advises monitoring financial accounts and checking credit reports to find out if your identity has been stolen.
