B.C.’s Independent Investigations Office is seeking witnesses to a 2020 arrest by Victoria police.

The civilian police-oversight agency, which looks into police-related cases involving death or serious harm, wasn’t notified about the arrest on Sept. 26, 2020, until this past Nov. 11.

There are many reasons why some incidents aren’t immediately reported, the agency said.

An investigation was then begun to determine whether the injuries involved met the threshold of serious harm defined by the Police Act, and what role police action or inaction could have had.

The man who was injured told the agency that he spent time in hospital after the arrest for serious but non-life-threatening injuries.

He said he was arrested about 10 p.m. in the hallway of his apartment building in the 3000-block of Blanshard Street, in the vicinity of Topaz Park.

Anyone who saw the arrest or has other relevant information is asked to call the agency’s witness line toll-free at 1-855-446-8477, or use the contact form on the website at iiobc.ca.
