A former Victoria teacher who admitted to a sexual relationship of more than a year with a student won’t be allowed to teach in the province after being handed a lifetime ban, according to a consent agreement released by the B.C. Commissioner of Teacher Regulation.
Brent Richard Garraway, a secondary teacher for the Greater Victoria School District who earned a teaching certificate in 2001, coached the student in soccer from Grade 10. He became physically intimate with the student prior to the student’s graduation from Grade 12 in 2005.
The student would “periodically” stay in Garraway’s apartment overnight. After graduation, a sexual relationship started that lasted until December 2006.
The report says Garraway violated his position of power and trust by exploiting the student and harmed the student’s physical and emotional well being.
Garraway admitted his conduct constitutes professional misconduct and has agreed to never apply to teach in the K-12 education system again. He also agreed not to make a statement that contradicts or disputes the terms of the agreement or admissions in it.
The formal complaint was received by the B.C. Commissioner of Teacher Regulation in March 2020. Garraway agreed to stop teaching in August that year.
The consent agreement, signed Aug. 5, can be found under discipline outcomes at teacherregulation.gov.bc.ca.
