A man who barricaded himself in a supportive-housing facility after allegedly making death threats was shot with a non-lethal weapon and arrested on Monday.

Victoria police said the man went to the 900-block of Pandora Avenue Monday morning and threatened to kill people working there.

The man had a weapon and was later located at a supportive housing site, police said.

He barricaded himself inside the housing site and negotiations to coax him out were unsuccessful, VicPD said.

Officers with the Greater Victoria Emergency Response Team arrested the man after using pepper spray and firing an ARWEN gun, considered a less lethal option than a firearm, police said.

Julian Daly, CEO of Our Place Society, said staff called police early Monday because someone was banging on the door and being aggressive.

The person does not live on the 900-block of Pandora and had left by the time police arrived, Daly said.

Staff didn’t feel they were in danger and didn’t consider it a major incident, he said.

The incident demonstrates the need for people who are mentally unwell to get the support they need, Daly said.
