Oak Bay police sent to the 2100-block of Epworth Street arrived to find a vehicle flipped onto its roof.
It had collided with a parked car, police said.
Police believe the 33-year-old driver and sole occupant, who was not seriously hurt, was impaired by a drug during the March 29 incident.
He was also issued a ticket for driving without due care and attention, which comes with a $368 fine.
