B.C.’s police watchdog has closed an investigation into the September 2020 arrest of a man in Victoria after determining his injuries did not meet the required threshold.
The man was arrested by VicPD officers around 10 p.m. on Sept. 26, 2020, in the hallway of his apartment building in the 3000-block of Blanshard Street, the Independent Investigations Office of B.C. said in a statement.
He later sought treatment at the hospital “some time after the arrest,” according to the IIO. He notified the IIO on Nov. 11, 2023 that he had sustained serious but not life-threatening injuries.
The watchdog opened an investigation and determined his injury did not meet the threshold of serious harm as defined by the Police Act, which states it is an injury that may result in death, may cause serious disfigurement or may cause substantial loss or impairment of mobility.
The IIO is an independent civilian oversight agency of the police in B.C. that investigates all incidents involving officers that result in serious harm or death, whether or not there is an allegation of wrongdoing.
