In the video that Allan Crow links to his op-ed, he admits it’s only in the past 10 years he has observed visibility changes. The outfalls have been operating since 1982 (34 years). Obviously, something else caused the visibility changes.
Ocean scientist Jack Littlepage has recorded video at the outfalls and measured the dilution from them — dilution is almost total within a few metres and total within 100 metres of the outfalls.
This shows clearly that Crow, who knows nothing about the science, honestly but wrongly thought that Victoria’s sewage outfalls were causing visibility changes.
Before spending a billion dollars or more, isn’t a cost-benefit analysis at least called for?
